Richard White: Members’ support of new rule would ensure enforcement
Our condominium board is considering adding a rule to our house rules. We have been told that this would be legal. The rule would be that a unit owner must be present when invited guests/visitors are in the unit. In other words, any guest or visitor, relative, etc. invited to use the condo while vacationing would not be allowed unless the owner was present. How could such a rule ever be enforced? Is it legal for the board to tell a unit owner how he must use his condo?

Borrowers seeking loan workouts need patience
It seems that mortgage servicers aren’t satisfying anyone these days. Homeowners get fed up when they try to work something out with their servicers, to no avail. Real estate agents complain that mortgage companies drag their heels on short sales. Regulators are restless about the lack of “meaningful improvement in foreclosure prevention outcomes.”

Home sales, pending home sales increased in April
Realtors had their busiest month of the year in April. Pending home sales increased 25 percent to 616, from 494 a year ago. Home sales rose 6 percent to 472, compared to 445 last year.

Building of apartments pushes new home construction to 2-year high in U.S.
Construction of new homes posted the biggest increase in more than two years in April, a rare spot of good news amid the worst downturn in housing in more than two decades. The Commerce Department reported Friday that housing construction rose by 8.2 percent in April to a seasonally adjusted annual rate of 1.03 million units. Building of single-family homes continued to weaken, however. The growth came from a big jump in apartment construction.

Collier foreclosures up 800 percent over 2007; Lee up 357 percent
More homeowners fell behind on mortgage payments last month, driving the number of homes facing foreclosure up 65 percent nationwide versus the same month last year and contributing to a deepening slide in home values, a research company concludes.

Median home prices continue bad news for real estate market
Median home prices fell in two-thirds of the cities surveyed during the first three months of this year, a real estate trade group reported Tuesday. The National Association of Realtors said that median prices for existing single-family homes dropped in 100 of 149 metropolitan areas in the January-March period, while 48 metropolitan areas saw prices increase and one reported no change.
